The dish balances marine, herbal, sweet and nutty notes without using a heavy tomato sauce. Onion and anchovy melt into olive oil before the cooked fennel and sardines are added.
Fresh sardines should remain identifiable in the finished sauce. Stir them gently and avoid cooking until they dissolve completely.
Toasted breadcrumbs are a common Palermo finish and provide texture in place of grated cheese, which would mask the fish and fennel.
