It was created in the 5th century BC and is one of the earliest villages on the Adriatic coast. It was conquered by Romans in 163 BC after being governed by the Illyrians. It became a part of the Byzantine Empire when the Roman Empire was divided. It was under Slavic dominance throughout the Middle Ages, and then under Balšić sovereignty. In 1405 it became a part of the Republic of Venice, and in 1571 it became a part of the Ottoman Empire. In 1880, Ulcinj was surrendered to the Principality of Montenegro.
