Phở cuốn (Hà Nội fresh phở rolls)

Phở cuốn is made with fresh rice-noodle sheets rather than dried rice paper. This Hà Nội-inspired version wraps pan-seared beef, lettuce and herbs with a little crisp quick-pickled green papaya and carrot, then serves the rolls with a balanced nước chấm. The rolls are associated with the Trúc Bạch area of Hà Nội. Accounts vary on whether the dipping sauce includes chili or citrus, so those are offered at the table while the measured base sauce stays simple.

  • Tips for successUse fresh, ready-to-roll phở sheets; dried rice noodles cannot replace the soft sheets. Marinate the beef in the refrigerator, not on the counter, and keep it apart from the greens and rice sheets. Sear a whole-muscle steak and check its thickest part with a thermometer; do not judge safety by color alone. Dry the lettuce and herbs thoroughly so the rolls hold together and the filling stays crisp.
Ingredients

Ingredients

Beef filling

  • 500 g whole-muscle beef sirloin steak, at least 2.5 cm thick
  • 15 ml fish sauce
  • 5 g granulated sugar
  • 2 g ground black pepper
  • 8 g garlic, finely minced, divided
  • 10 ml neutral vegetable oil for the marinade
  • 15 ml neutral vegetable oil for searing

Quick pickle

  • 150 g green papaya, peeled, seeded and cut into fine matchsticks
  • 75 g carrot, peeled and cut into fine matchsticks
  • 30 ml rice vinegar
  • 30 ml water
  • 10 g granulated sugar
  • 1 g fine salt

Nước chấm

  • 150 ml water
  • 30 ml fish sauce
  • 30 g granulated sugar
  • 30 ml rice vinegar
  • 15 ml fresh lime or calamansi juice (optional)
  • 3 g fresh red chilli, finely sliced (optional)

Rolls and herbs

  • 500 g fresh wide rice phở sheets, ready to roll
  • 100 g butter lettuce leaves, washed and fully dried
  • 40 g fresh húng Láng or mint leaves, washed and fully dried
  • 30 g fresh cilantro leaves, washed and fully dried

Method

  1. Toss the green papaya and carrot with 30 ml rice vinegar, 30 ml water, 10 g sugar and 1 g salt. Set aside for 15–20 minutes, then drain lightly.

  2. Stir 150 ml water with 30 ml fish sauce, 30 g sugar and 30 ml rice vinegar until the sugar dissolves. Serve the base sauce without garlic. Offer the optional lime or calamansi juice and sliced chilli at the table.

  3. Wash and fully dry the lettuce, húng Láng or mint, and cilantro. Keep ready-to-eat greens separate from raw beef. Take out only the fresh phở sheets needed for assembly and follow the package directions if they require warming.

  4. Pat the whole sirloin dry. Mix 15 ml fish sauce, 5 g sugar, 2 g black pepper, half of the minced garlic and 10 ml oil. Coat the steak, cover and marinate in the refrigerator for 20 minutes.

  5. Heat a heavy wok or skillet over high heat. Add 15 ml oil and the remaining garlic; stir briefly until fragrant. Sear the whole steak, turning as needed, until its thickest part reaches at least 63°C on a clean instant-read thermometer. Transfer it to a clean plate and rest for at least 3 minutes.

  6. On a clean board, slice the rested beef thinly across the grain. Keep cooked beef and its utensils separate from the raw-beef board and utensils.

  7. Separate or cut the fresh phở sheets into 12 pieces. Place a lettuce leaf, húng Láng or mint, cilantro, a little drained pickle and beef on each sheet. Fold the sides in and roll snugly without overfilling. Serve three rolls per person with nước chấm for dipping.

  8. Assemble just before serving. Refrigerate leftover cooked beef, pickles and sauce separately in shallow containers within 2 hours at or below 4°C. Use cooked beef within 3 days and reheat it to 74°C. Store unused fresh sheets as directed on the package; keep herbs and lettuce chilled.

Practical guidance

Fresh phở sheets vary in size and softness. Separate them gently and cut them to fit the lettuce leaves if needed. If a sheet feels stiff, follow its package instructions for warming rather than soaking it like dried rice paper. Use a light hand with the filling so each roll closes neatly. Set the rolls seam-side down and serve promptly with the dipping sauce.

Troubleshooting

The rolls tear: use fresh, pliable sheets, avoid overfilling and handle each sheet gently. The filling makes the sheets slippery: dry the lettuce and herbs thoroughly and drain the quick pickle before rolling. The beef is tough: slice it thinly across the grain after the 3-minute rest. The dipping sauce tastes too strong: add a little water; for a brighter variation, add lime or calamansi at the table.

Frequently asked questions

Can I use dried rice paper or dried rice noodles? Use fresh phở sheets for the characteristic soft roll. Dried rice noodles are not a substitute for the sheets, and dried rice paper has a different texture. Follow the package instructions for the fresh sheets you buy. Can I make the dipping sauce ahead? Yes. Mix it, cover and refrigerate at or below 4°C; use within 3 days. Stir before serving and add optional citrus or chilli at the table.
