Since Vienna’s independence from Lower Austria in 1922, the Lower Austrian country house in Vienna – currently Palais Niederösterreich – served as the seat of the Lower Austrian state parliament until 1997, when it was relocated to St. Pölten as part of the state government’s relocation.

The state parliament building is located on the Traisen’s banks. It is known as the ship because of its form. The country house district also included the festival hall (Klaus Kada), the state archive and the state library (Paul Katzberger), an exhibition hall (Shed-Halle, Hans Hollein), and the state museum, in addition to the country house with the 80 m high sound tower designed by Ernst Hoffmann.

Before building began, the Julius-Raab-Traisenbrücke was already in situ. Construction began on November 1st, 1992, when the building permission (reference number 11/60/1/-1166-1992) was issued. The vast building site covered 216,929 m2 on the site of St. Pölten’s historic racecourse stadium (1881-1990), between the Traisen and the old town.To defend against Traisen floods, a 600 m long and 200 m wide concrete trough was erected, which houses the country home complex.Every day, 1,000 workers turned over 3 million schillings on the building site, with a total investment of 5.3 billion schillings.10 construction firms utilized 19,000 tons of steel and 223,000 cubic meters of concrete.
