Shebenik–Jabllanicë National Park in Librazhd, Albania

Shebenik–Jabllanicë National Park is a large protected mountain landscape in eastern Albania, east of Librazhd and along the border with North Macedonia. It should not be treated as an attraction located in Elbasan city simply because it lies in Elbasan County. The practical gateway for many visits is Librazhd, with approaches continuing toward villages such as Fushë Studë, Stëblevë, Qarrishtë and Rrajcë. The park is for hikers, nature photographers and travelers prepared for mountain roads and changing conditions; it is not a compact landscaped park that can be seen in an hour from a single entrance.

The National Agency of Protected Areas records the protected ecosystem under the name Shebenik and states that a 2022 government decision expanded the national park area to 34,507.9 hectares. Official tourism material continues to use the familiar Shebenik–Jabllanicë name. The terrain ranges from about 300 metres to 2,261 metres at Maja Rreshpës, so conditions vary dramatically between the river valleys, forest belts and high mountain areas. This elevation range is one reason a visit requires more planning than a simple scenic drive, particularly outside the summer season.

Glacial landforms are among the park’s defining natural features. The protected-areas agency describes well-preserved cirques and glacial valleys on northern and eastern slopes above about 1,400 metres, along with 14 glacial lakes, subalpine and alpine meadows and cold springs. These features give experienced hikers several possible objectives rather than one mandatory route. Lake Shebenik is one of the better-known highland destinations, but the park is broad enough that visitors should choose a specific sector before setting out rather than assume that every attraction is reached from the same road.

The forests are equally important. Official sources describe mature and old-growth beech stands, with white fir and other conifers as well as oak and mixed woodland at lower levels. The Rrajca component of the park has international significance because its ancient beech forests form part of UNESCO’s transnational World Heritage property, Ancient and Primeval Beech Forests of the Carpathians and Other Regions of Europe. That designation is not a label for the entire national park; it applies to a defined component, so visitors should distinguish a general visit to Shebenik from a visit specifically aimed at the Rrajca forest zone.

Wildlife and plant diversity are major reasons for the park’s protected status. National and tourism sources describe habitats supporting rare, endemic and subendemic plants, while the wider mountain ecosystem is associated with species such as brown bear, grey wolf and the critically important Balkan lynx landscape. These are wild populations, not guaranteed sightings. Responsible visitors should avoid approaching or feeding wildlife and should not interpret the absence of animals on a daytime hike as evidence that the habitat is empty. The value of the park lies in the functioning ecosystem as much as in individual species encounters.

Access is the main practical challenge. Librazhd is the nearest urban base for the northern and central approaches, and older park visitor information describes routes from Librazhd to Fushë Studë, Stëblevë and Qarrishtë, with Rrajcë reached farther south. Road conditions can vary, and high-clearance or four-wheel-drive vehicles are commonly recommended for some approaches. Public transport into the mountain villages is limited. Anyone planning a long hike should obtain current local advice on road condition, weather and trail status rather than rely on a generic online route, especially after heavy rain, snow or winter freeze.

There is a visitor center at Fushë Studë created to support sustainable tourism and provide information about the protected area. IUCN documented the center’s opening as part of cooperation with Albania’s environmental authorities, while specialist tourism information has published seasonal visitor-center hours. These office hours should not be confused with access to the national park itself. No single gated opening schedule governs the whole landscape, so the practical rule is to plan mountain activity for daylight and to confirm any permit, guide or visitor-center needs before departure.

A meaningful visit normally requires at least half a day; a full day is better for reaching a trailhead and completing a hike, and multi-day stays make sense for travelers exploring more than one sector. Carry water, food, weather protection, a charged phone and an offline map. Mobile coverage should not be assumed in every valley. Mountain weather can change quickly, and winter conditions can make roads or high trails unsuitable even when lowland Elbasan is mild. Camping and remote hiking should be planned with local guidance and with strict respect for protected-area rules and private land around villages.

Accessibility for visitors with limited mobility is naturally constrained. The visitor center or village approaches may be reachable by vehicle, but the features that define Shebenik–Jabllanicë—mountain tracks, glacial terrain, forest trails and high meadows—are not generally step-free environments. A traveler who mainly wants scenery without a demanding hike should ask locally for a suitable road-accessible viewpoint or village route rather than attempting a high trail. Conversely, experienced hikers should not underestimate the remoteness simply because the park is reachable from Librazhd by road.

The park’s strongest appeal is its scale and ecological continuity. Ancient beech forest, high lakes, meadows, river valleys and border mountains form one landscape rather than a collection of packaged attractions. Visitors who arrive with a specific route, realistic transport plan and enough time will get far more from it than those trying to add it as a quick side trip from Elbasan. Use Librazhd as the planning gateway, check current conditions, choose one sector, and treat the protected environment itself—not a single viewpoint—as the destination.
