The SS. Cyril and Methodius National Library and many of the city&#8217;s historical landmarks and governmental institutions are all within a short distance of the building.<\/p><p>There is a memorial to the Russian Red Cross workers who fell in the battles of Pleven and Plovdiv during the Russo-Turkish War, and the park is named for them.
